Amendment XXVIII, (proposed), Section 1:

"The United States will fund and certify self-governance [...]

for all support and opposition

concerning measures or candidates,

including signature drive,

and these included in other promotion."

 
In the relevant time periods and places, the United States government will:


  • certify any public provision of self-governance information

       regarding candidates or measures (or any promotion that includes it),

  • keep transparent records,
  • and issue funding.  


The process should be kept simple. 


Relevant time periods are discussed in Time Periods Before Votes.

The places relevant to an election, appointment or Act are self-evident.

Only public speech must be certified. Private speech in private venues is not affected.

The Federal Election Commission administers federal electoral funding law today

and might process and regulate funding. ​​
