Only citizens may govern in the United States but any inhabitant may volunteer
By specifying citizenship for funding and habitation for any involvement,
the section prohibits involvement in our system by foreign representatives,
entities or governments, detailing Article I, Section 9.
Article I, Section 9:
"And no Person holding any Office of Profit or Trust under them,
shall, without the Consent of the Congress,
accept of any present, Emolument, Office, or Title, of any kind whatever,
from any King, Prince or foreign State."
No office may be gained by means of such gifts.
When foreign interests are affected by our internal decisions they must resort to the State Department
(see also Accountability and the Public Elections Clause).
