No Penalty or Force

Amendment XXVIII (proposed), Section 2: "The United States and every State will enforce the right of a citizen eighteen years of age or older to vote, not to vote, or to abstain [...]"

The protection of the rights to vote and not to vote prevent penalizing nonvoting by any fine or arrest.  We can improve voting turnout tremendously with the clauses in this section without resorting to penalties.

They also add strength to Section 5's clauses prohibiting political coercion or fraud (see Penalizing Political Coercion and Penalizing Political Fraud). 

No one should be forced, intimidated or extorted into voting for a candidate, or not voting.
