This section sets apportionment and districting requirements for United States Congressional districts,and requires
maintaining equal access to power.
These Constitutional principles will govern all districting
and access to power. The people of each state will decide
how to fulfill these in state systems.
Even though the administration of state governments is the province of the states, they are bound by general requirements in such Articles as Article VI, Amendment XIV, Section 2 and Article IV, Sections 1 and 2. The public in each state instructs their legislatures to accord with these clauses in their own ways.
