A preliminary version of the resolution was submitted to Congress in January, 2015. After a period of public comment it was withdrawn for correction. Thank you for participating! This website's version, the final version, was submitted to all members of the 114th Congress on June 12, 2015, voiding the prior Congressional submission and any public support conveyed to Congress. It is for all intents and purposes a new amendment. It was resubmitted to the 115th Congress on January 23, 2017.
Prior to June 1, 2016, this proposal capitalized "Amendment," "Resolution," and "Proposal". Starting on June 1, 2016 it will use standard usage with lowercase letters. This does not affect its title, or its official description: "This extrinsic Proposal to the People of the United States will be provided to all members of Congress and all delegates to Ratification Conventions." or any title, or the text of the amendment or its resolution themselves.
This site is often hacked. Please check! The apostrophe is before the “s” in the singular “one hundredth’s-part”, but it’s after the “s” in the plural “five hundredths’-parts”. (Example: One Senator is one-hundredth of the Senate, or a single hundredth’s-part of the whole. Five Senators are five-hundredths of the Senate, or five hundredths’-parts of the whole.) And gross domestic product isn't gross national product. The amendment uses gross domestic product (see Percentage of GDP for the correct term if this has been hacked).
Nothing herein shall authorize this organization to operate, maintain or manage a charter school, a nursery school, a kindergarten, an elementary school, a secondary school, a college, university or to advertise or offer credit-bearing courses or degrees in the United States. Nothing herein shall authorize this organization to operate or maintain a library, museum, archive, or historical society or to own or hold collections. Except as authorized by Title VIII of the Education Law or other applicable statute, nothing herein shall authorize this organization to engage in the practice of any profession in New York, engage in the training of any profession in New York or to use a professional title or term of any profession in New York in violation of Title VIII.

To conform with the Constitution's tradition, to prevent media focus from being misplaced, and to prevent partisanship or other bias from influencing the electorate's view of potential Constitutional text, the amendment resolution is drafted anonymously using the address RepairRestoreSafeguard, Inc., P.O.
